Better Regulation Delivery Office Primary Authority System

The Better Regulation Delivery Office (BRDO) is a non-departmental public body, accountable to the Department for Business Innovation and Skills. BRDO's role is to improve local authority enforcement of environmental health, trading standards and licensing, aiming to reduce the burden on businesses which comply with the law while targeting those who flout it.

Part of the BRDO’s remit is to operate the Primary Authority (PA) scheme which aims to ensure that businesses operating across various council boundaries receive greater consistency in advice, support and inspection, by forming a partnership with a single Local Authority – the “Primary Authority”. Each partnership ensures that robust and reliable advice can be issued, to the business and to other councils carrying out inspections or dealing with non-compliance.

In order to support the PA scheme, the BRDO required a workflow-driven case management system. SCISYS quickly established a close relationship with the BRDO and was able to offer innovative commercial options and development methods to best suit their requirements. By employing RAD methods of development and working closely with a core team, SCISYS designed, developed, tested and deployed a robust IT system in less than 3 months, which met the BRDO’s initial needs whilst being fully scalable for the future. The system went live successfully to the required legislative timescale, with positive feedback both from the BRDO Board and the Local Authority users.

Comments from the BRDO included: “The timescales to develop the database were very tight and SCISYS delivered before schedule with everything going smoothly on the Go Live date, with over a hundred Local Authorities logging on to view the system in the first 48 hours. SCISYS has since successfully carried out further development, introducing more business process workflow (involving new partnerships, enforcement activity and determination processes, etc), devolved user access and an increased user role outside of the BRDO. Key users are kept informed and advised of the progress of a case through appropriate notification.
